Statement by ambassador Cheng Jingye, head of the Chinese delegation, at the 37th session of CTBTO WGB

Mr. chairman,

First of all, I welcome you to chair this meeting. I assure you of my delegation's continued support and cooperation in your work.

Mr. chairman,

My delegation thanks the executive secretary for his oral report on Monday last week, thanks Iranian ambassador for his statement on behalf of G-77 and China , and commends the PTS for its efforts made and results achieved in the first half of this year. We have noted that thanks to the joint efforts of states parties and effective support from the PTS, the buildup of the treaty verification system has been proceeding steadily. The buildup and testing of the IMS has been moving ahead in an orderly fashion, with provisional monitoring data availability constantly improving. The PTS has played a unique and important role in disaster relief efforts in the aftermath of the march 11th earthquake and Fukushima NPP accident, where relevant technologies have been used and tested fairly fully.

Mr. chairman,

My delegation supports PTS efforts aimed at accelerating technology refreshment for IMS. It also reiterates the principle on testing and provisional operation approved by prepcom at its 19th session, i.e. prior to EIF, IMS, IDC and OSI are all testing and provisional operation in nature, for the primary purpose of building up and commissioning the treaty verification regime and capability. We will strictly observe and adhere to this principle.

My delegation is pleased to note that after years of efforts the buildup of the verification system has made considerable progress, with more and more stations installed or certified. Progress, however, has been uneven. A quarter of the infrasound stations have yet to complete installation, the highest percentage among the various types of stations. The infrasound station IS16 in Kunming , China completed civil engineering almost 4 years ago, but to date has not completed equipment installation. We request the PTS to resolve this issue as sib as possible.

Concerning the development and use of IDC software, we noted progress made by the PTS in recent years; we also noted even greater gaps in software at certain NDCs . The draft IDC operational manual has clear provisions on the distribution of IDC software to SPs, namely SPs can acquire IDC data analysis software free of charge.

6. China attaches great importance to capacity building in NDCs. Synchronized software updates, providing guidance on installation and use. In our view, this practice will help improve the efficiency and capability of NDCs and enhance the overall level of IDC operations. Therefore, my delegation calls once again on the PTS to make accessible and distribute existing IDC data processing applications software to states signatories.

China attaches great importance to NDC capacity building. We urge the PTS to further increase its support to NDC capacity building, including through training, synchronized software updates as well guidance on installation and use.

OSI integrated field exercise is an important means to test OSI technological level and capability. PTS should define clear exercise objectives and design realistic scenarios capable of testing OSI technological capabilities based on the current level of development, actual needs and development plans as well as lessons learned from previous exercises so as to ensure that the exercise achieves its desired objectives.

My delegation suggests that the PTS come up with a complete and systematic overall plan as soon as possible for consideration by WGB. In designing the exercise program, priority consideration should be given to the integrated use of inspection logic and methods and the collaboration of various technologies, with emphasis on testing the effectiveness and adaptability of the various OSI technologies and methods, particularly radioactive noble gas sampling analysis technologies and radioactive measurement technologies. The relevant exercise program should also fully implement and reflect experience from IFE08 together with actual conditions.

My delegation supports and is prepared to participate actively in IFE2014 and will play a constructive role in the planning and preparations.

Mr. chairman,

My delegation has noted PTS efforts in recent years at international cooperation in enhancing the treaty verification technologies and capabilities. We have also noted the requests of countries, international organizations and research institutions concerned to use the treaty verification technologies for civil and scientific purposes. It should be emphasized that we should firmly bear in mind the purposes and objectives of CTBTO as well as the mandate of the prepcom, focus our attention on doing the large amount of preparatory work prior to the entry into force of the treaty, and cannot change the nature and direction of our work. Relevant matters beyond the objectives of the Treaty should be fully discussed and mandated by the prepcom.

Mr. chairman,

China has always supported and participated constructively in the preparatory work of the treaty organization; we have made tireless efforts particularly in relation to the construction of noble gas stations, experiments in atmospheric radionuclide data transmission, construction of radionuclide labs as well as noble gas equipment R & D. We have always attached great importance to and supported PTS work. In the aftermath of the Fukushima NPP accident in Japan, China, upon PTS request, transmitted relevant data to the PTS on a daily basis, contributing to the relevant research and analysis.

Going forward, China will as always support the treaty and PTS' work, and continue to communicate and cooperate with the PTS in station construction and data transmission. Of course, we also expect positive efforts and cooperation from the PTS.
