1. To promote the peaceful uses of nuclear energy and international cooperation thereof is one of the important goals of the NPT.  Enhanced efforts in peaceful uses of nuclear energy are conducive to a comprehensive realization of the objectives of the NPT, including the nuclear disarmament and the nuclear non-proliferation.

2. The economic and social development of countries especially those of the developing countries must not be obstructed by restraining their rights for peaceful uses of nuclear energy.  Unjust limits on transfer of nuclear technology to developing countries must be lifted. The exploration and the use of nuclear energy for peaceful purposes should be supported, thus benefiting the whole mankind. The International Atomic Energy Agency (IAEA) should provide more technical assistance to developing countries.

3. The IAEA should, in strict observance with its Statute, devote its work to ?accelerate and enlarge the contribution of atomic energy to peace, health and prosperity throughout the world?.  The IAEA should strengthen its efforts in peaceful uses of nuclear energy, rather than excessively stressing its safeguards functions at the expense of its promotional activities in the international cooperation on peaceful uses of nuclear energy.

4. The promotional activities and the technical cooperation activities of the IAEA should be guaranteed by enough resources.  Technical Cooperation Fund (TCF) is of great importance to international cooperation on peaceful uses of nuclear energy.  All Member States are supposed to make their contributions to the TCF fully and timely.

5. All States bear the primary responsibility for physical protection on their nuclear material and nuclear facilities.  Meanwhile, it is imperative for all states to strengthen international cooperation on preventing and checking possible nuclear terrorism.  The efforts made by the IAEA in preventing nuclear terrorism should be supported, and the resources it needs should be acquired through specific channel rather than through that for the implementation of its core activities, especially the promotional ones.  While actively implementing the measures to fight against nuclear terrorism, the IAEA should also increase technical assistance to developing countries, so as to further improve their capacity of sustainable development. This will be conducive to truly protecting against and preventing the emergence of nuclear terrorism.
