The Chinese delegation is pleased to see you chairing this PrepCom. I would like to assure you that the Chinese delegation will continue to render you all our support and cooperate with other delegations with a view to achieving positive progress.
The Chinese delegation endorses the views and positions expressed in the statement made by the Ambassador of Sudan on behalf of the Group Seventy-Seven and China.
Mr. Chairman,
We are glad to notice that the universality of CTBT has been further improved. The Treaty's purposes and objectives have gained more extensive recognition. My delegation welcomes the successful 8th Article XIV Conference held in New York on 27 September 2013, which we believe, will further facilitate the entry into force of the CTBT at an early date.
China welcomes and actively supports the official launching of the CTBT Group of Eminent Persons and is confident that the Group will make its unique contributions to the early entry into force of the Treat .
China has always firmly supported the purposes and objectives of the Treaty, and has strictly observed its commitment of moratorium on nuclear weapon test explosions. China has been supportive to international efforts aiming at facilitating the entry into force of the Treaty. We will continue to push forward our domestic ratification process, and strengthen its cooperation with the PrepCom of the CTBTO and the international society to promote the early entry into force of the Treaty.
Mr. Chairman,
My delegation welcomes the consensus reached on the 2014 programme and budget after rounds of informal consultations convened by chairman of Working Group A. We appreciate the efforts made by the Chairman, the Ambassador of Mongolia, during the consultation process. A In our opinion, the budget should be programme-driven and take into consideration the world economic situation as well as reasonable concerns of all State Signatories.
We believe that the building of verification system of the Treaty is the priority for the PrepCom and therefore enough resources should be secured for this purpose. In this regard, China welcomes the steady progress that has been made so far in verification related issues, such as IMS, IDC and OSI. At the same time, we note with concern that some international monitoring stations are yet to be constructed and certified. Therefore, China urges the PTS to strengthen its coordination and cooperation with related signatory states and provide sufficient budgetary and human resources to complete these tasks at an early date.
Mr. Chairman,
As Dr. Zebo mentioned, with the joint efforts of China and the PTS, especially after Dr. Zebo's successful visit to China, the preparation work for implementation of the Treaty is making new progress. The construction of Kunming Infrasound station has resumed since last year. The first batches of equipment for this station is under installation. China and PTS also have reached an agreement on test and evaluation of stations in China. At present, we are discussing with the PTS on the contracts of test and evaluation for each station in China. When the test and evaluation begins, our stations will transmit real-time monitoring data to the IDC according to the contracts. In this regard, China also would like to extend its special thanks to Dr. Zebo and the PTS for their strong support and help.
China will actively participate in OSI related activities and provide equipments and expertise to the IFE14. Besides, China will co-host with the PTS the 21st On-Site Inspection Workshop in Yangzhou this November. All the preparations both for the IFE14 and the workshop are going in a smooth manner.
China will continue to strengthen our cooperation with the PTS to promote the construction and certification of stations in China and make our own contributions to the establishment of the verification system of the Treaty as well.
