The Statement by the Head of Chinese Delegation, H. E. Ambassador Mr. Hu Xiaodi at Board of Governors of the International Atomic Energy Agency on the Iranian Nuclear Issue on March 3, 2010

Mr. Chairman,

 

1.    My delegation notes DG Amano's report to the board on the Iranian nuclear issue. We appreciate the efforts of the DG and the secretariat to address this issue and support the agency and the DG in continuing to play a constructive role.

 

2.    My delegation has always advocated solving the Iranian nuclear issue through negotiation and dialog in the interest of all. In our view, diplomatic efforts have not been exhausted and there is still space for dialog and negotiation on this issue. The parties concerned should step up diplomatic efforts to win time and space for a comprehensive, long-term and proper solution to the Iranian nuclear issue.

 

3.    Under current circumstances, properly addressing the issue of fuel supply for the research reactor(s) in Tehran will help create good conditions for the restart of dialog and negotiation. China commends the agency for its efforts on this matter and hopes that the agency can coordinate continued consultations among countries concerned on this issue in an endeavour to reach consensus based on agency proposals as soon as possible.

 

4.    The DG's latest report shows that declared nuclear material in Iran has not been diverted. The report also points out that Iran still has not suspended uranium enrichment and heavy water project related activities or implemented the additional protocol as called for in the relevant resolutions of the UNSC and IAEA board of governors. Cooperation with the agency remains to be strengthened.

 

5.    My delegation hopes that Iran cooperate full with the agency, meet the requirements of relevant UNSC and board of governors resolutions, take proactive measures to implement the additional protocol and clarify outstanding issues and restore the confidence of the international community in the peaceful nature of its nuclear program.

 

6.    China has been committed diplomatic efforts and will as always work tirelessly to bring the Iranian nuclear issue to a proper negotiated settlement.
