Statement of Chinese Ambassador Wu Hailong at November Board of IAEA on the DPRK Nuclear Issue



On 24 November, Ambassador Wu Hailong addressed at the Board of Governor's Meeting of IAEA on DPRK nuclear issue as follows:

The Chinese delegation would like to take this opportunity to brief Board and member states on the latest developments in relation to the DPRK nuclear issue and china's position.

The DPRK nuclear issue bears on peace and stability on the Korean peninsula and in northeast Asia. China has been advocating a peaceful solution through dialogue, early denuclearization of the peninsula and maintenance of peace and stability in the region. This is in line with the common interests of the parties concerned and has enjoyed support from all parties concerned.

The 4th round of Six-Party Talks reached a significant progress by reaching consensus on the overall objective of peninsular denuclearization and issuing the first Joint Statement since the talks started, demonstrating the political will of the parties concerned to solve the Korean peninsular nuclear issue peacefully through dialogue.

Building on the above achievement the First Session of Fifth Round of Six-Party Talks was held in Beijing from November 9th to 11th, 2005. The parties conducted serious pragmatic and constructive discussions and put forward views and ideas on how to implement the Joint Statement. In the chairman's statement issued after the talks, the parties reaffirmed that they would fully implement the Joint Statement in line with the principle of "commitment for commitment, action for action", so as to realize the verifiable denuclearization of the Korean peninsula at an early date, and contribute to lasting peace and stability on the peninsula and northeast Asia. The parties emphasized that they are willing to comprehensively implement through confidence building, carry out all commitments in different areas, commence and conclude the process in a timely and coordinated manner and achieve balanced interests win-win result through cooperation. The parties agreed to formulate concrete plans, measures and steps to fulfill the Joint Statement in accordance with the afore-mentioned spirit. The parties agreed in principle to hold the Second Session of the Fifth Round of Six-Party Talks at the earliest possible date.

In the next phase, the parties will further discuss how to implement the substantive aspects of the Joint Statement and the talks face more complexities and difficulties. We are confident that as long as the parties continue to approach the talks with a constructive mind, follow the principle of commitment for commitment, action for action and earnestly fulfill their political commitments made, they will move the talks process step by step.

China will continue to play its constructive role and work together with the parties concerned and the international community toward the early denuclearization of the maintaining peace and stability on the Korean peninsula.
