2017/12/04

Mr. Chairman,

China welcomes the report submitted by the Director-General on "Verification and Monitoring in the Islamic Republic of Iran in light of United Nations Security Council Resolution 2231(GOV/2017/48). The report has once again confirmed that Iran had implemented the nuclear-related commitments under Joint Comprehensive Plan of Action (JCPOA) and has reiterated that the Agency's monitoring and verification in Iran had remained comprehensive and effective, and that the Agency had maintained smooth communication and cooperation with Iran. China expresses its appreciation in this regard.

Mr. Chairman,

JCPOA is an important achievement of multi-lateralism and a model for resolving the hot issues of international security through political and diplomatic means. Ensuring full implementation of JCPOA is of paramount importance for reinforcing the international nuclear non-proliferation regime and promoting peace and stability in the Middle East, which is also in the fundamental interests of all parties concerned. We hope that the relevant parties will set sight on the big picture, jointly cherish and safeguard the JCPOA, and gradually build up mutual trust by way of implementing it.

China notes with satisfaction that all nuclear-related commitments under JCPOA continue to be implemented effectively. We expect the Agency to continue to carry out its verification and monitoring in accordance with its mandates and in an objective, impartial and professional manner. We also hope that all parties will continue to support and cooperate with the Agency in an effort to create a good atmosphere for the implementation of JCPOA.

China firmly supports JCPOA. We will continue to work with all relevant parties in an objective, fair and responsible manner in order to safeguard and implement JCPOA. The Arak heavy water reactor modernization project has been proceeding smoothly so far and all parties have maintained good communication and cooperation. As one of the co-chairs of the EU/E3+3 Working Group on Arak Heavy Water Reactor Modernization Project, China will continue to actively promote greater progress of the project .

Thank you, Mr. Chairman.
